In a nutshell, the FDA recommends expanding the sunscreen labeling to include broad spectrum protection against UVA and UVB. See below a quick and simplified run down of the technical terms you need to know about in the realm of sunscreens: UVA, UVB, SPF and PA.

UVA: UVA is a type of ultraviolet light with higher wavelength (400-320 nanometer). UVA penetrates the skin deeply and is known to cause premature aging and wrinkling (photoaging).
UVB: UVB is a type ultraviolet light with lower wavelength (320-290 nm). UVB tends to damage the skin’s surface layers, causing reddening and sunburn. For example, if it takes 30 minutes without protection for your skin to turn red, using SPF 15 sunscreen prevents you from reddening 15 times longer.
SPF: Protection in sunscreen is indicated on labels as SPF (sun protection factor). SPF is an indication of how long skin would take before your skin turns red – a measure for UVB damage. Skin Cancer Foundation recommends a sunscreen with SPF of 15 or higher for adequate protection.
PA: PA (Protection Grade UVA) is the Japanese measurement of sun protection. This measurement is based on the Persistent Pigment Darkening (PPD) reaction reading to 2-4 hours of sun exposure. Most EU countries use PPD and most Asian countries use PA. UVA causes premature aging.
